Lecture series: Power Development & Climate Change

Himachal Pradesh Power Corporation Limited (HPPCL), a joint venture of Himachal Pradesh Govt. and Himachal Pradesh State Electricity Board initiated an annual lecture series and the 2nd lecture was delivered today on 19th Dec, 2009 titled as “Power Development & Climate Change” at Hotel Peterhoff, Shimla, to facilitate exchange of ideas and information in the field of Power Development & Climate changes, Constraints & remedies in power development for sharing technology advances, generating awareness and to promote the general advancement of Engineering in the Power Sector. Second lecture was organized in collaboration with the Forum of Hydro Power Producers in Satluj Basin who have agreed to co- operate under a five point programme to achieve common goals and objectives for expeditious harnessing of hydro potential which included eco-friendly energy development, comprehensive planning of power stations and their co-ordination, operations, data sharing, joint disaster management and experience sharing in technology.

Sh. V.S. Verma, Member, Central Electricity Regulatory Commission, is an eminent and highly experienced Power Engineer, delivered the 2nd in Series- HPPCL Power Development Lecture-2009. While sharing his rich experience with the audience, he focused on various issues relating to power development and climate change, country’s present power scenario and various aspects related thereto for future capacity addition and to narrow down the gap between the demand and supply of electricity & on climate change. He outlined reasons of delay of power projects and its remedies. Main constraints are Land Acquisition, Obtaining Statutory Clearances and Obtaining reliable hydrological data & power evacuation etc. Further, to encourage investment in power sector, Govt. of India is stressing for renewable sources of energy by issuing new tariff regulation 2009 and providing additional Clean Development Mechanism (CDM) benefits to the developer. He specifically stressed for completion of the transmission lines well before the commissioning of the projects so that evacuation may not become constraint. The learned speaker was introduced by the Secretary-General of the Forum Sh. C.M. Walia.

Sh. Tarun Kapoor, M.D. HPPCL in his presentation discussed the mission, aim and target of HPPCL. He further listed the projects in hand, organisational structure, delegation of Powers, incentives schemes and other innovative measures taken by HPPCL including training policy, Rehabilitation and Resettlement Policy and Environment Policy of HPPCL. He gave an overview of HPPCL. Delegates from various public and private sector utilities attend the lecture.

Welcome Address was presented by Sh. B.S. Negi, Director (Civil) and vote of thanks was presented by Sh. S. G. Negi , E.D. (Personnel), both from HPPCL.
